Operational Arrangements

Members are reminded that 'Pay & Display' bays in Learmonth Gardens & South Learmonth Gardens are in fact 'Shared Use'; the only type of bays are 'Resident only' & 'Shared use'. 'Shared use' means non-permit holders pay & display, but permit holders allowed to use the bay.

This means permit-holding residents will be able to park anywhere in the 'Shared use' areas within the zone throughout the day. Non-residents will be restricted to 4 hours' paid time in these 'Shared use' bays - approx 50% of street space. Residents can also purchase visitor permits - with limits to parking time [90 mins]; see the Council website & access the FAQ PDF document.

The cost of a permit will be £80 per annum [all CPZ Extension permits cost £80]

The Council's website for informstion is confusing at present; try emailing at: residents.parking@edinburgh.gov.uk. Be sure you state you are in Zone 3.

Dear Mr Hall

I am writing in response to your email of 30 September regarding the controlled parking arrangements in N3.

Since the implementation of the new zones, the existing zones including zone 5 have experienced added pressure on their parking resources. The Council has been monitoring this situation with a view to alleviating these problems without compromising the benefits which residents of the new zones have experienced. As a short term measure, zone 5 permit holders resident in Learmonth Terrace are being allowed to park in residents and shared use bays on Learmonth View and South Learmonth Avenue. In the longer term, it is intended to amend the boundary in such a way as to bring Learmonth Terrace into N3.

These boundary changes form part of a number of changes planned to improve the balance of bays within the zones. Shared use bays are to be introduced across the entirety of the controlled area and I can reassure you that even if the boundaries are changed, shared use parking will remain. The shared use bays have proved very successful in the new zones since they have enhanced the flexibility of the zones whilst maximising the amount of space available to permit holders. It is anticipated that this change will help to address the current strain on parking within the existing zones. Additionally, the visitor permit scheme is likely to extend across the existing zones and the eligibility criteria for permits whereby permits are limited to 2 per household is also intended for all zones.

All of these changes follow on from extensive surveys and monitoring of the situation within the zones and as such, I am confident that your members ability to park will not be compromised once they take effect. We will of course continue to monitor the areas concerned in order to ensure that this is the case.
